This map is found in the Sleazy Back Alley on The Wrong Side of the Tracks. Equip any item that provides Stench Resistance (the Pine Fresh Air Freshner from the Entryway of the Bat Hole is one) and then use the map to complete the quest, you will get Pants Of The Slug Lord as a reward.
